In December 1788 and 1789 Surveyor Lt. Archibald Blair surveyed the Islands. The area selected for settlement was Port Chatham (Present day Chatham Island). After two years (1792) the settlement at Chatham Island was shifted to Port Cornwallis (Near Current Day Aerial Bay in North Andaman). Soon the settlement at Port Cornwallis was abandoned in 1796. In 1857 it was establised as a penal settlement.
